Focusing on iron and steel, cement, nitrogen fertilizer, papermaking and printing and dyeing industries, we will vigorously promote clean production, accelerate the demonstration and promotion of major and common technologies, improve the evaluation index system for clean production, and conduct pilot projects for ecological design of industrial products, clean production of agriculture and service industries. Promote the control of PM2.5 in the atmosphere. Promote the use of clean energy such as natural gas, coal gas, and biomass forming fuels. We will vigorously reduce the emissions of volatile organic compounds from petroleum, petrochemical and chemical industries. Promote the construction of urea filling infrastructure for diesel vehicles.

During the "12th Five-Year Plan" period, China will increase its energy-saving renovation projects. Strengthen the use of energy cascades in the power, steel, non-ferrous metals, synthetic ammonia, oil refining, and ethylene industries, and optimize and transform the energy system. The energy industry implements recycling of coal mine low-concentration gas and associated gas, and the chemical industry promotes the utilization of carbon black waste heat and sulfuric acid production with low-grade thermal energy. Based on local conditions, we will promote alternative fuels such as alcohol fuels and biodiesel.

According to preliminary calculations, the key projects for implementing energy-saving and emission reduction during the “12th Five-Year Plan” period will require investment of approximately 236.6 billion yuan, which can form an energy-saving capacity of 300 million tons of standard coal.
