Connecticut’s Ignition Interlock Device Law

However, things are no longer that simple. Many states, including Connecticut, have introduced ignition interlock device (IID) laws to help prevent repeat offenses and keep roads safer.

Connecticut first implemented its IID law in 2015, mandating that drivers with a second or more OUI offense must install an interlock device in their vehicles. Since then, the law has expanded, requiring anyone who has had their license suspended due to such offenses to use an IID for a set period of time.

If you're facing this situation or just want to understand how IIDs work, here’s everything you need to know.

What Is an Ignition Interlock Device?

An ignition interlock device is installed in your vehicle after a DUI or OUI offense. Before starting the engine, you must blow into the device to check your blood alcohol content (BAC). If the device detects a BAC above the legal limit, the car won't start. The data is also sent to the DMV through a chip, helping track compliance.

But that’s not all—during your drive, the device may prompt you for random retests to ensure you’re not impaired while driving. This helps maintain accountability throughout your trip.

In Connecticut, if you're required to install an IID, here are some key points to remember:

  • The device prevents the engine from starting if your BAC is .025 or higher. For those under 21, the threshold may be lower.
  • You must install the device in every vehicle you own and operate.
  • Every 25 to 30 days, the device needs to be calibrated by a certified installer.
  • Failing to calibrate the device can lead to license suspension.
  • Tampering with the device, driving without it, or having someone else take the test can result in serious consequences, including license revocation.
  • The device sends reports to the DMV if you fail a retest or have a BAC over .05.
  • There are costs involved. You’ll typically pay $175 to reinstate your license and $100 for the IID administration fee.

License Suspension and Using an IID

Even if you were arrested for a DUI or OUI but haven’t been convicted, you might still be required to install an IID. In Connecticut, an arrest involves a BAC of .08 for adults 21 and older and .02 for those under 21.

To get your license back, you must apply for a Special Operator’s Permit before your suspension ends. The suspension typically starts 30 days after the arrest and lasts 45 days. Once that period is over, you can regain your driving privileges as long as the IID is properly installed.

The length of time you need to use the IID depends on your age and the number of offenses:

  • Under 21: 1 year for a first offense, 2 years for a second, and 3 years for a third.
  • 21 and older:
    • First Conviction: 45-day suspension followed by at least one year of IID use.
    • Second Conviction: 45-day suspension plus three years of IID use with restricted trips during the first year.
    • Third Conviction: Permanent license suspension, though you may appeal after three years.

Refusing an OUI test—whether it's a breathalyzer, chemical, or urine test—also requires you to install an IID. Similarly, if you’ve been charged with vehicular assault or manslaughter, the state mandates the device as well.

Importantly, the IID period begins when your license is restored, not when the device is installed. However, if you face another suspension while using the device, the timeline resets based on your latest offense.
